On September 8, 2010, The U.S. Department of Housing and Urban Development (HUD) announced $1 billion dollars in grants for the third round of the Neighborhood Stabilization Program (NSP). Dayton has been allocated up to $3,115,780 for NSP3 eligible activities.
Eligible NSP3 activities include: establishment of temporary land banks of abandoned and foreclosed properties to facilitate land development; demolition of blighted structures; purchase of foreclosed or abandoned parcels; redevelopemnt of vacant, abandoned, or foreclosed properties; and offer home buyer assistance to income eligible purchasers of foreclosed or abandoned property.
In order to use the allocated funds, Dayton submitted an Amendmended 2010 Action Plan to HUD. This document includes a description of how Dayton plans to expend the funds, what activities it will pursue and how much of the funds each activity will use. The

As part of the public input and review of the proposed use of these funds, A presentation was given at a meeting of the Community and Neighborhood Development Advisory Board (CNDAB), on February 14, 2011 at 5:30 PM on the sixth floor of City Hall, 101 W. Third St., Dayton, Ohio. Staff presented the Draft Amendment and discussed the proposed activities, funding, and project areas of the NSP3 plan.
The Target Areas for Dayton's NSP 3 activities are located along major thoroughfares, and include a total of 201 Census Blocks. The complete list of the Targeted NSP3 Census Blocks may be viewed here:

In June of 2011, the City of Dayton Amended it's NSP 3 Action Plan for a second time to include some additional Census Blocks in the Dayton View neighborhood. You may follow this link to view the second

As part of the public input and review of the proposed use of these funds, A public presentation and discussion of the proposed Amendment was given at a meeting of the Community and Neighborhood Development Advisory Board (CNDAB), on July 11, 2011 at 5:30 PM on the sixth floor of City Hall, 101 W. Third St., Dayton, Ohio. Staff presented the Draft Amendment and discussed the proposed activities, funding, and project areas of the NSP3 Amendment.
A project to build 30 new single family lease -purchase residences in the Old Dayton View neighborhood began in January of 2012. As of today, thirty-three new residences arecompleted and fully occupied. The project was a partnership between Homestart Inc, the City of Dayton, and Oberer Homes. In May of 2013, the City of Dayton Drafted a
third substantial amendment to it's 2010 Action Plan for NSP3 activities. This amendment proposed the addition of two census tract blocks in part of the Wright View neighborhood to the approved NSP3 activity areas.
As part of the public input and review of the proposed use of these funds, A public presentation and discussion of the proposed Amendment was given at a meeting of the Community and Neighborhood Development Advisory Board (CNDAB), on May 13, 2013 at 5:30 PM on the sixth floor of City Hall, 101 W. Third St., Dayton, Ohio. Staff presented the Draft Amendment and discussed the addition of the proposed project areas of the Third Amendment.
