Chief of Staff

Major Wendy H. Stiver is the Chief of Staff which oversees the Strategic Planning Bureau, Inspections and Audits, Fiscal Office, Grants/Budgets Administrator, and Payroll. She has previously served as the Division Commander for the Central Patrol Operations Division, as well as the Bureau/Watch Commander for the Central Investigations Bureau, East Patrol, and West Patrol.

Major Stiver was born into a military family in Honolulu, Hawaii. She graduated from Berlin American High School in West Berlin, West Germany and then continued her family’s military tradition by serving five years in the United States Army as Military Police. 

Major Stiver graduated from the Dayton Police Academy in July 1999. She was promoted to Sergeant in 2008 and to Lieutenant in 2011. 

Major Stiver holds a Bachelor of Arts degree in Sociology from Wright State University and a Master’s Degree from the University of Cincinnati in Criminal Justice. She is also a graduate of the Police Executive Leadership College, Certified Law Enforcement Executive course, and Police Executive Research Forum Senior Management Institute for Policing. Major Stiver is an adjunct at Wright State University in the Applied Behavioral Sciences program.  She was selected to the 2016 class of the Law Enforcement Advancing Data and Science (LEADS) Program at the National Institute of Justice (NIJ) and as a Practitioner in Residence, where she is serving as a Senior Research Advisor to the Director of the NIJ. 

Major Stiver is an avid runner and enjoys traveling to participate in both half and full marathons. She is a member of the Policy Unity Tour, Chapter IV. The Unity Tour is a three-day, 230-mile bicycle ride held during Police Memorial Week that goes from Richmond, VA to Washington DC to raise money and awareness for police officers killed in the line of duty.
