Background and Journey to the U.S.

Born and raised in Sweden, Jeannette Horwitz came to the United States with a deep curiosity about the world beyond her own borders. Growing up, her family hosted exchange students from Australia and the U.S. As a teenager, she participated in a summer English language program in New Jersey, followed by a year as a high school Rotary Exchange student in California—experiences that sparked her lifelong love for language, learning, and cultural exchange.

In her early twenties she found herself in Ohio, earning a B.A. in English from the University of Cincinnati and an M.A. in TESOL (Teaching English to Speakers of Other Languages) from Wright State University. For over twenty years, she taught English as a Second Language (ESL) to international students and immigrants in Dayton and managed a university Intensive English Program. In the classroom, she brought not only her language expertise but also a deep empathy for her students’ experiences—having walked a similar path herself.

Building a More Welcoming Dayton

Since 2021, Jeannette has served as the Coordinator for the Welcome Dayton Program within the City of Dayton’s Community Engagement Division. In this role, she works to build a more inclusive and equitable city for immigrants and refugees. Drawing from her own background, Jeannette is passionate about removing barriers to integration. She develops community programs, connects newcomers with vital resources, and partners with city departments to improve access to services. Her insights into the immigrant experience help shape policies and initiatives that reflect the real needs of Dayton’s diverse population.

Jeannette enjoys facilitating conversations between people of different backgrounds, believing that shared understanding is key to building stronger communities. Whether teaching a language class or leading a city initiative, she brings a personal and compassionate approach to her work.

National Leadership in the Welcoming Movement

In addition to her local work, Jeannette contributes to immigrant inclusion on a national level through her involvement with Welcoming America, a national nonprofit that supports communities in becoming more inclusive toward immigrants and all residents.

As a Peer Auditor for Welcoming America’s Certified Welcoming program, Jeannette plays a critical role in evaluating how communities across the U.S. meet rigorous standards for immigrant inclusion. During these audits, she meets with immigrant community members, local organizations, and government officials to assess policies, partnerships, and practices that create truly welcoming environments. Being a peer auditor reflects her commitment not only to Dayton but to advancing welcoming practices nationwide.

Jeannette believes in the power of diversity to strengthen cities and bring people together.
